since the US is haveing a really tough time recruiting and fillinf our squads so the moment someone joins their put into a squad it seems to me like they're bypassing the whole unallocated/starting the clan thing we have set up. now it won't work to just say cols can't take people immediately b/c then it'll be a race to find the brig that let's us do it first.
so: i propose we eliminate pvts in the u.s. squads for a while until we get all of our squads filled and plenty of pvts in unallocated.

Fine, for now US squads will consist of 5 people, Col, Maj, Capt, Lt, Lt.
But as soon as all the current US squads are full, the pvt rank will reopen for US squads.
This doesn't mean tough leaving people in unallocated for a very long time
