Should we enable sv_pure?

Obviously custom skins go under that category, but I'd guess more than half of the regular players have custom skins. If it just kicks them all automatically they won't have any clue what happened. So is there a good way to tell everyone who gets kicked that they need to get rid of their skins? Also, is there an easy way to replace the skin files with the original files? It could be a big mess up if those things aren't considered.

I know where my skins are. But didn't they replace the original files? If I just delete the skins will it go back to normal?

In most cases, even clients who have modified content sitting on their disk are still allowed to play on a pure server. The Source Engine will ensure that the content from Steam (instead of the content from their disk) is used when a client plays on a pure server. This way, clients don't have to wade through their game directories to clean out old content before they play on a pure server. Instead, they just join servers and the correct allowed content is automatically used.

Then my custom skins won't work. Atleast allow ../materials/models/ to be on the whitelist
No.

if you delete your whole cstrike folder then steam will just "update" it back, so thats easiest. damn steam updates are slower than normal downloads though, so be careful
BTW, how do custom skins help people "hack"... you can not see through walls with custom skins...
why don't i use larger models so i can kill easier? i think its because they don't let you shoot the extra-large parts, they're just there to stick out from around those skinny trees...
