First, open up "Computer"

Second, go to your C: drive (or any other drive you installed steam on):

now press on your account name. if your steam name for example is "phobia" then open up phobia:

the last step is, open up your cfg folder!

But! There's always minuses. If you're using this, your in-game quality will decrease. Nothing you cant play with, at all. I'm running 100+ fps all the time with this :)
You may not change the name of the file, it should be autoexec.cfg.

it does, but if my screen supported more, i would run 100+ :P
i play with fps_max 101, and it stays on 100 ;)

Around 70-130 depending on the map, amount of players etc.

I agree with Zeromac the human eye cannot tell the difference between FPS above 60FPS, also most computers should be able to flawlessly play counter-strike:source above 100FPS.

my screen supports up to 75hz on the reso I'm using

YOU can tell the difference between 100 stable and a variation between 70-100
