The money limit I kinda agree on. As it is now you start with 1800, if you join spec just before a round you'll receive 1800 + x money from the round, giving you enough money to buy atleast an ak/m4. Raising start money would do nothing except making the spec swap unnessecary.
One pro with 1800 at a start, is that you ½ of the time wont have the money to buy kevlar and suffer a penalty for that.

There is no sprays because of sv_pure2, and it wont be changed. Also I don't really see any reason to add more money, because currently it's easy to get a decent gun.

If sv_pure 2 is enabled on the server all default materials/sounds/models etc will be loaded instead of the custom content a player might have. Which disallows any usage of material hacks(transparent walls for instance). The setback of sv_pure 2 is that you lose ability to spray or use any kind of skins.
