The whole time he kept teamkilling me then bitching at me for tking even though I wasn't doing anything except trying to play the game. Then he gets some guy called Hawk to "vouch" for him even though neither of them have any proof and are obviously just buddies sticking together.

If I remember right, we don't ban after demos.
We have no proof that the guy in that demo belongs to the steam_id you gave us.

The only thing you can do is keep requestbanning the people and maybe call an admin if you got his xfire/steam.

Watch the demo, it will show his Steam ID in console. Just wait a sec I think I type status like 10 seconds in. If this isn't sufficient proof I don't know what is.

Well someone could check the demo out and determine whether he is rule breaking and then a ban-time could be made and he could be banned on sight.

I just watched the demos, and I have to say that demos were a bit unclear. I wouldn't ban him, as the teamkiller could have been the other player too.
