The proceeding is the official Wildfire recruitment system to be excercized by the Council:

Upon seeing an application, any Councillor will make a thread about that member in the Application Discussion forum, in addition to posting in the applicant's thread to tell them that their application is being handled, and how long they should expect to wait (from 3 to 9 weeks most likely).

During the 10 day observational period, Councillors will report their feelings about the applicant in that applicant's thread.

At the conclusion of the 10 day observational period, the Council as a whole will come to one of three possible decisions:
    a. the Council will decide to decline the applicant. This will be done whenever the Council feels the applciant does not meet the criteria established to become a member of Wildfire;
    b. the Council will decide to accept the applicant. This will be done only if enough information has been gathered on the applicant that the Council as a whole feels he/she will most definitely contribute positively to the clan;
    c. if enough information has not been gathered on the applicant to warrant either of the above actions, the Council will postpone ruling on the application. This will occur whenever the Council is not completely sure the applcant should be accepted or decline.

A 2/3 majority will be required for either option "a" or option "b" to be imposed. If a 2/3 majority is not reached for either accepting or declining the application, option "c" will be imposed.

If the Council decides to postpone ruling on the application, a new 2 week observational period will be induced. After that period expires, the council will re-evaluate the application, as if the original 10 day application period had just ended. There will be no limit on the amount of times a given application can be postponed.
---

The goal of this process would be to make sure we do not accept members unless we are very confident that they will be beneficial to the clan. Just look at the number of members in the member list, and the number of members you see on the servers and forums, and you'll see why I think this is needed.

Amendment I: The said 10 day observational period is to begin immediately upon the creation of a perspective members' recruitment thread.

Amendment II: Effective immediately upon the election of said group, there will be a "Recruitment Crew" consisting of two Councillors and two normal Members. These 4 people will decide on each applicant whether he gets in or not. They will do the tryouts during the 10 day observation period and after the three weeks, they will vote on the applicant. He needs 3-1 votes to get in. If a member of the Recruitment crew goes inactive for a longer time the rest of the crew will decide if he gets replaced or not.

Amendment III: Said recruitment crew will consist of up to 4 councillors, and up to 2 members. (But no more than 4 total members) Temporary recruitment members may be appointed to replace inactive recruitment members at the discretion of the recruitment crew. However, there will never be more than 4 members of the recruitment crew at any time. Also, there will be a election for all 4 spots of the recruitment crew 1 month after the Beta Council Elections. Said elections will take place only in the council chamber, and will consist of every recruitment member that wishes to seek re-election, along with up to 3 additional members from each the council and the general clan. The 4 members that receive the highest vote total will be elected. In the case of a tie, the already elected recruitment members will select which members (from the ones tied with a certain vote total) they wish to have join them. In the event of a more-than-4-way tie for first place, the council chairsperson will select 2 of those members to join the rectuitment crew, and those elected members will then choose 2 additional members to join them.

Amendment IV: The 3 week observation period has been reduced to 10 days.

NOTICE:

The AOP (Applicant Observational Period) has been reduced to:

10 days

As decided by the council.

Further Information:
This allows for applicants to join the clan earlier, helping to boost numbers and to lower the number of people who decide against joining due to the time needed to join being so lengthy.
